About Special Kids is a family-directed group. Over half of our board and staff members are parents of children with disabilities and chronic diseases.

Board of Directors Biographies 

Alan W. Becker, J.D., Member-at-Large

Alan W. Becker is a partner in the Business Services and Public Offerings and Securities Regulation Groups for Bose McKinney & Evans LLP. Becker assists clients with many types of corporate and financial transactions, including forming business entities and structuring their ownership arrangements, raising capital from third parties, and buying, selling, and combining businesses.

A summa cum laude graduate of Indiana University Maurer School of Law, Bloomington, Alan served as a note editor of Volume 56 of the Indiana Law Journal. During his career, he has helped companies raise over $7.4 billion in public and private offerings of equity and debt securities, has assisted in the purchase and sale of companies with worth over $1.2 billion and has worked on the organizational documents of hundreds of corporations, partnerships, limited liability companies and other entities. Alan assisted in drafting legislation to allow the creation of limited liability companies in Indiana and serves on the Indiana Business Law Survey Commission, advising the state legislature on laws affecting Indiana businesses and proposing legislative changes. He is also an adjunct professor at the Indiana University Maurer School of Law.  Alan is the parent of multiple children with special needs.

Josh E. Pascoe, CPA, President

Joshua E. Pascoe serves ASK as President for the ASK Board of Directions and as a member of the Finance Committee and Executive Committee. Previously he served as the Treasurer for the Board of Directors. Joshua is a Senior Manager in the Internal Audit practice of Protiviti.

Josh has over 11 years of experience in providing external and internal audit as well as operational, accounting, and financial consulting services to organizations across a variety of industries including professional services, manufacturing, healthcare, retail, gaming, and utilities. Josh is one of the leaders for Protiviti’s Indianapolis and Cincinnati offices focusing on serving clients in the Ohio Valley. Prior to Protiviti, Josh was Senior Manager for Deloitte in the assurance & advisory practice. Joshua holds a B.S. in Accounting as well as a B.A. in Zoology from Miami University (Oxford, Ohio).

Karen Bruner Stroup, PhD, Member-at-Large

Dr. Karen Bruner Stroup served Riley Hospital for Children at IU Health for 28 years as a community outreach educator where she developed and presented programs, special projects, and education materials in child safety and health. She earned local, state, and national recognition for award-winning education programming and built a successful track record in securing annual funding from private foundations and state and federal agencies.

After retiring from Riley Hospital in 2011, Dr. Stroup returned to school at IUPUI where she earned a Paralegal Certificate in 2014. She serves as Health Law Section Chair for the Indiana Paralegal Association and as Secretary to the Riley Hospital for Children Historic Preservation Committee.  Karen previously has served ASK as Secretary to the Board and participates on the Development Committee.

Dr. Stroup holds a B.A. in Speech Communications from Ball State University, an M.A. in Speech Communications from Miami University (Oxford, Ohio), and a PhD in Speech Communications from Indiana University (Bloomington, Indiana). Stroup had two siblings with special needs.

Holly Cunningham Piggott, Secretary

Holly Cunningham Piggott is the Director of GBD Special Programs – Anthem Indiana Medicaid,  Anthem, Inc.    As an older sibling of an individual with special needs, Holly has made advocacy and assisting people with disabilities her life’s work.

Holly Cunningham Piggott currently serves as Director of Governmental Business Division Special Programs at Anthem Blue Cross Blue Shield (Indiana).  Previously, she worked for 24 years for ResCare as Director of Operations/General Manager at the state level and at ResCare’s Fort Wayne location as Executive Director and as Program Manager.

She has partnered with state agencies to provide better care to individuals with disabilities, met with legislators, including advocating for better reimbursement rates during the 2015 Indiana General Assembly budget session, and served previously as a board member with the Indiana Association of Rehabilitative Facilities where she assisted with planning both their annual conference and their tech conference.

Holly received her Bachelor of General Studies and a Master of Public Management:  Health System Utilization from Indiana University.

 Colleen Webster, M.S., Member-at-Large

Colleen Webster attended Indiana University from 1969-1973, earning a BS in Education. Her post graduate work was at Purdue University where she earned an MS in Education.

Colleen taught at the Indianapolis Public Schools in her first year out of college in a Moderate Special Education class. She then taught at Speed Developmental Center in Chicago Heights, Illinois working in a Moderate Special Education class. She continued to work with special needs children throughout her 30 years of teaching finishing in Westfield, Indiana.

Throughout Colleen's teaching career, she worked with children with varying needs including learning, medical, and mental disabilities. The challenges that these children faced ranged from severe/profound to moderate to medically fragile to Autistic. She also served on Autism groups which have supported families in Hamilton County. Colleen has been married to her husband Jeff for 44 years. She has two daughters and one son-in law.

Stevan Richards, Treasurer

Stevan Richards is retired from J.P. Morgan Chase.  As a retired banker, he brings long-term business and financial management expertise and community fund raising experience to the ASK Board of Directors.  His experience includes twenty years of service in the banking industry where he held leadership positions in Branch banking, Operations management, Commercial credit management and commercial lending. 

As a commercial credit analyst and later as a manager, he developed and led training seminars in cash flow analysis and forecasting.  As a commercial loan recovery specialist, he led negotiations with borrowers, lenders, attorneys, and consultants to work with small businesses to either improve performance for the companies, or to achieve a smooth liquidation and asset recovery for the bank.  Steven also created a local consulting firm where he was responsible for client development, financial management, and administrative oversight.  As Vice President of the Board of Directors of a small community church, he organized and successfully led a $1.5MM bond drive to acquire land and build a new building to include a worship center, classrooms and offices, and a gymnasium.  He also has served in leadership roles with many community nonprofit, county, and neighborhood organizations.

Dave Folkner, MSW, Member-at-Large

Dave Folkner contributes his long-term experience in several leadership roles in management and business operations at ResCare as a member of the ASK Board.  Currently, Dave serves as President for ResCare for the Louisville, Kentucky Area where he has oversight and overall management of a Residential Services region with approximately $350 million in revenue, approaching 7,000 employees, 30 operations, and 5 regional reports.  Dave, who participates as a member of the ResCare Senior Leadership Team, has overall responsibility for the oversight and management of ResCare policies and procedures, strategic planning process for Residential Services and the region, quality assurance, and financial initiatives.  He previously served as Regional Vice President, Regional Director, and Executive Director for ResCare.

Ty Sullivan, MD, MBA, Vice President

Dr. Ty Sullivan brings both medical and management experience to his ASK Board Member role.  Currently, he serves as Chief Medical Officer at MDWise, Inc.  Previously, he served in leadership positions in a variety of medical settings, including Chief Medical Officer for Advantage Health Solutions, Network Medical Director for AmeriHealth Caritas, Medical Director of Utilization Management for Wishard Health Services, Assistant Professor of Clinical Medicine and Pediatrics for the Indiana University School of Medicine, and Medical Director for McFarland Rehabilitation Hospital.

Dawn Haut, MD, MPH, Member-at-Large

Dr. Dawn Haut is Chief Executive Officer of Eskenazi Health Center and through her leadership and commitment to mission, she ensures delivery of high-quality primary care across the Eskenazi Health system.
Dr. Haut is a board certified pediatrician with more than 25 years of patient care and leadership experience, 15 of which have been spent in the Eskenazi Health system. Dr. Haut was instrumental in the development and opening of Eskenazi Health Center Pecar on the northwest side of Indianapolis in 2003. Under her leadership, the National Committee for Quality Assurance (NCQA) awarded Pecar the Physician Practice Connections® (PPC) Patient-Centered Medical Home™ (PCMH) designation in 2012. There were only 23 practices and 150 providers in Indiana recognized under the PPC-PCMH criteria at the time of this recognition. Dr. Haut serves as the medical director of the Eskenazi Health Medical-Legal Partnership, the medical director of Eskenazi Medical Group Population Health and, working with community partners, her innovative and holistic approach to care helped to establish the Crooked Creek Food Pantry at Pecar in 2015. She has also served as co-president of the Indiana Chapter of the American Academy of Pediatrics. Prior to coming to Indianapolis, Dr. Haut served as the medical director of the Infant Welfare Society of Chicago community health center where she provided oversight for all medical staff, policies, projects and outcomes as well as leading change for office visit work flow redesign, same day scheduling and team based care.
Dr. Haut earned her Doctor of Medicine from the University of Texas Health Science Center in San Antonio and her Masters of Public Health from the University of Illinois in Chicago.

Geoffrey Petrie,  Member-at-Large

Geoffrey L. Petrie is Vice President, Compliance and Regulatory Affairs, for Managed Health Services (MHS), Indianapolis.  As an Executive Management Professional, he specializes in government sponsored health care programs in a streamlined private corporate environment, balancing regulatory compliance, cost effectiveness, and quality service.  Among the many assets he brings to service on the ASK Board of Directors are extensive knowledge of federal and state regulation, legislation, and compliant implementation and experience in establishing and nurturing mutually beneficial relationships with counterparts and decision-makers at the state, national, and corporate level. 

Geoffrey holds a B.A. in Political Science with a Minor in Psychology from Emory University in Atlanta, Georgia.
